I would agree with that, but also, of course, our counties can also commission care from charities and so on, and—as we’ve already heard in the excellent contribution made by Sian Gwenllian—there’s never enough funding available to ensure that we can have the right contracts in place for people who do provide care. I know that there is pressure on employed carers to complete their visits within 15 minutes sometimes—within 30 minutes very often. Now, if you’re going to provide the highest quality care, it’s going to take time and you need that long-term contact to care for the person in their home. Of course, you’re not going to have the same person every time if you’re going to be dependent on zero-hours contracts. So, to conclude, I would emphasise that, whilst we’re all thinking of the local council elections at the moment and about local councils specifically in this debate today—I would like to emphasise throughout that, yes, local councils look after education and all sorts of other things, but we do have to remember the importance of social care.
