Can I just declare, for the record, that I was, until recently, a trustee of Families and Friends of Prisoners, based at HMP Swansea, which I suspect is likely to be affected by the arrival of this new category C prison? Members may know also that I’ve trained to mentor individuals at the risk of re-offending, and I was a member of Christine Chapman’s cross-party group on children affected by parental imprisonment, along with other Members here.
While I’m not claiming that this gives me any particular insight on this debate, I feel I do have to comment on the unpleasantness of some of the rhetoric surrounding this decision to bring a modern facility for low-risk offenders to my region. Because, wherever it is sited—and, actually, I’m quite open-minded on this—this is not a dumping ground. It is not an industrial-sized penal colony—
