Supported by an extra £10 million a year, the dementia action plan, published earlier this year, is driving opportunities to develop Wales as a dementia-friendly nation. By working across generations and across sectors, we can ensure people affected by dementia feel understood, valued and able to live as independently as possible in their communities.

In recognition of the importance of this matter to the whole of Wales, we have committed that the inspectors' report will be open to scrutiny, debate and a vote by Assembly Members before a final decision is made by the Welsh Ministers whether to enter into contracts for construction.

The Wales Act 2017 gave the National Assembly the ability to legislate on national speed limits from 1 April 2018, as long as the legislation did not create or modify road traffic offences or affect exemptions from speed limits. Local authorities have the powers to set local speed limits.

We are investing almost £50 million a year in the substance misuse agenda and, within this, are undertaking a range of actions to tackle this issue. This includes supporting services that are commissioned by area planning boards and also introducing our Public Health (Minimum Price for Alcohol) (Wales) Bill.

Improving mental health services across the whole of Wales continues to be a priority for the Welsh Government. We have committed a further £20 million for mental health services this year. We have made clear to the health board our expectations for improvement in each of the areas identified under special measures, including mental health.
