Rydych yn llygad eich lle, ac rwyf yn cytuno â'r pwyntiau a godwyd gennych. Mae materion ymarferol penodol o ran sicrhau y gall cynulleidfaoedd ar hyd a lled Cymru wylio gwasanaethau BBC Cymru drwy eu teledu a'u radio, ac mae angen i ni sicrhau yr eir i’r afael a nifer y bobl sy'n derbyn rhaglenni rhanbarthol Lloegr yn hytrach na rhaglenni cenedlaethol Cymru. Mae’r cwbl yn dibynnu ar y cynnig, a’r mwyaf y bydd BBC Cymru yn ei wneud i adlewyrchu Cymru a phobl Cymru yn ôl iddynt hwy eu hunain, y mwyaf cymhellol fydd y cynnig hwnnw gan y BBC o ran denu mwy o wylwyr a gwrandawyr.
BBC Wales has to reflect the people of Wales and the life of Wales in a much better way within Wales. That’s why I’ve been a very strong supporter of spending much more money on English-language programmes for audiences in Wales. I’ve spoken in this Chamber before about the arrangement, during the process of turning digital, where there was a channel, BBC 2W, broadcasting at peak times, which was completely about Wales in the English language for audiences in Wales. But, of course, there is a need for us to ensure that Wales is reflected much better, as we heard the Minister say, to audiences the length and breadth of Britain.
There is a need, at the end of the day, for the voice of this institution to be heard as well. I look forward to seeing the wider role that committees here will have and the further scrutiny that will arise from the Assembly on the operations of the BBC. This isn’t intervention, this isn’t questioning independence, but representing the people of Wales. That is our role. Broadcasting is an important part of our culture, it’s an important part of our life as a country, and our role as an Assembly, under what is now allowed more under the charter, is to ensure that we represent those views as far as we can and to ensure that the central management of the BBC, as the Member for Llanelli said, takes real notice of our needs and requirements as the people of Wales.
