Diolch yn fawr, Lywydd. A gaf i ddechrau trwy gydnabod y ffaith bod Adam Price wedi croesawu beth sydd yn y cynllun o flaen y Cynulliad y prynhawn yma a dweud, wrth gwrs, rydw i’n dal i wrando ar bopeth mae pobl yn y Cynulliad yma yn ei ddweud wrthyf fi? Rydw i wedi clywed beth mae Nick Ramsay wedi ei ddweud o’r blaen a beth mae e wedi ei ddweud y prynhawn yma. Mae’r pwynt y mae Simon Thomas wedi’i godi yn rhywbeth newydd, ond, wrth gwrs, rydym ni wedi dweud yn barod yr ydym ni’n mynd i ailwampio’r system sydd gennym ni yma yng Nghymru ar gyfer y flwyddyn ariannol ar ôl yr un nesaf.
All I would say to Nick Ramsay on the English scheme is that I saw it’s attractions as well, because it would have cost the Welsh Government absolutely nothing, but what it would have cost would have been the steel sector in Wales and GP surgeries in Wales, which would have ended up paying to support other businesses, whereas the scheme in front of the Assembly this afternoon is one where £10 million-worth of new money, Welsh Government money, is being used for those purposes instead. I believe that this is preferable. I’m grateful to those Members who’ve indicated some support for it, and I do hope that these regulations will be approved today.
