Part of the debate – Senedd Cymru am 6:47 pm ar 4 Ebrill 2017.
Diolch, Dirprwy Lywydd. A gaf i ddweud diolch i bob un sydd wedi cyfrannu at y ddadl y prynhawn yma, ac am y cymorth y maen nhw i gyd wedi’i roi i’r broses pan fo’r Bil wedi bod o flaen y pwyllgor, ac yma o flaen y Cynulliad hefyd?
Dirprwy Lywydd, I think that this Bill demonstrates the strength of the processes that we have here in the Assembly. It is a better Bill than the Bill that was first introduced, and the process of scrutiny has strengthened it. Simon Thomas says that members of the public haven’t heard of the Bill yet. If we haven’t done a good job of the Bill, and it goes wrong, they’ll certainly have heard about it then, so there is an obligation on all of us, and I think it was a genuinely shared sense of obligation amongst members of the committee and others to do everything we could to make the Bill as good as it could be.
We are in a very rapidly moving period, as far as taking on these responsibilities in Wales is concerned, and it will lead us to examine the processes we have to make sure that they are fit for the responsibilities we will discharge in the future. For today, I ask Members again to support this Bill onto the statute book so that it can do the very important job of work that we have asked it to do.
