Well, Dirprwy Lywydd, diolch yn fawr am y cwestiwn a llongyfarchiadau mawr i ddechrau i Steffan Lewis am y cyfrifoldebau newydd yma yn y Siambr.
I’m very pleased to have the chance to answer that question. Let me begin, Dirprwy Lywydd, by just making it clear there are no cuts to the Supporting People programme in either year of the budget laid in front of this Assembly, and that is the result of the agreement that I reached with Plaid Cymru in the run up to it. Next year, Supporting People remains a separate single grant identifiable in the tables published yesterday. There is a proposal, which will be discussed and worked through with local authorities and the sector, to bring a number of grants together in the second year. The amount of money available for Supporting People in that second year is as it has been agreed. It has no cuts in it. The case for bringing related strands together is that they will allow for greater professional discretion in using money at the front line and in reducing the amount of money used up in the grant for administration. However, I know that the Cabinet Secretary for Communities and Children recognises the need to be able to go on demonstrating how the money is to be used, and he will be discussing ways to make that happen as part of his engagement with the sector, picking up from discussions in which this was explicitly discussed at the Supporting People national advisory board on 21 September.
