The education portfolio will spend £2.4 billion in 2018-19. This comprises £1.6 billion resource, £169 million capital and £542 million in annually managed expenditure. It pays amongst other things, for the pupil development grant, the education improvement grant and the twenty-first century schools programme.

Businesses are supported through our £100 million small business rates relief and £5 million high-street rates relief schemes. We have also made an additional £1.3 million available to local authorities to provide targeted relief for local businesses. Alongside other mandatory and discretionary reliefs, some £210 million of support will be available in 2018-19.

The budget allocated to the health and social services portfolio this year stands at record levels, with £7.3 billion revenue and £294 million capital. That includes an additional £450 million for NHS Wales over two years to meet the Nuffield gap.

The local government and public services portfolio will spend £5.4 billion in 2018-19, comprising £3.7 billion revenue, £609 million in capital £1.1 billion annually managed expenditure. That investment covers a range of vitally important areas, including housing, homelessness, childcare and the council tax reduction scheme.

The tax rates applicable from 1 April 2018 were agreed by the National Assembly in January of this year. Any changes for future years will be considered as part of the normal budget process.

We have provided a further £50 million as part of the Welsh Government’s pledge to provide £100 million of additional funding over this Assembly term to raise school standards to deliver the right support for all children. In addition, we remain committed to helping our most disadvantaged learners through the pupil deprivation grant.
