Wales needs modern, efficient and reliable energy infrastructure. We are committed to supporting the development of new energy generation whilst delivering our legally binding decarbonisation targets. Wales already generates more energy than we use. My stretching renewable energy targets ensure Wales will retain benefits from future energy developments.
The Wildlife and Countryside Act 1981, as amended, protects wild birds. Under this Act, Natural Resources Wales can issue general licences to control listed species using certain specified methods and for specified purposes. A condition of these licences requires compliance with animal welfare legislation, including the Animal Welfare Act 2006.
Careful consideration is being given to the representations made by the community, including the Docks Incinerator Action Group, as well as those of the plant developer. I must ensure our actions as a Government uphold our international obligations in respect of compliance with the environmental impact directive.
The Wales animal health and welfare framework implementation plan sets out the framework group and Welsh Government priorities for animal health and welfare. I will make a statement on animal welfare before summer recess.
