Diolch yn fawr iawn, Ddirprwy Lywydd. A gaf i ddiolch am y datganiad yma? Er nad ydy’r Bil yma yn berffaith, fel y gwnaf i egluro, rwyf yn croesawu y Bil fel ag y mae o. Mae’n drueni na chafodd cynnwys yr hyn sydd o’n blaenau ni rŵan ei roi ar y llyfrau statud yn barod. Mi oeddwn i’n un o’r rhai a oedd yn methu â derbyn y Bil diwethaf oherwydd yr elfen o gyfyngu ar ddefnydd o e-sigarennau. Er na allwn i ddweud, wrth gwrs, eu bod nhw’n gwneud dim niwed, rwyf yn grediniol bod lle i’w hannog nhw fel rhywbeth llai niweidiol nag ysmygu tybaco. Rwy’n falch, felly, bod yr elfennau yna wedi cael eu tynnu allan o’r Bil newydd yma.

Mi weithiwn ni yn adeiladol efo’r Bil yma rŵan, felly, fel Aelodau Cynulliad, bob un ohonom ni, a’r rheini ohonom ni sy’n aelodau o’r pwyllgor iechyd. Rwy’n edrych ymlaen at ddechrau’r broses o sgrwtineiddio ac i chwilio am elfennau y mae modd eu gwella a’u cryfhau o hyd, er gwaethaf y ffaith bod y Bil yma, i raddau, wedi bod drwy broses sgrwtini a gwella yn barod.

With plenty of scrutiny opportunities to come, I won’t fire off a long list of questions today. I will say, though, that it is a concern to me that there is nothing here to tackle obesity or alcohol abuse or to promote physical activity, as we heard a minute ago, and in that respect, it could be seen as a missed opportunity. But, this is a useful Bill. It does contain some useful measures and we will be engaging constructively with it and will continue to seek opportunities to take action in some of those other areas.

I will also use this opportunity, finally, to ask the Minister this: will she agree with me that this Bill should indeed be much stronger and could be much stronger and that it is being held back by a lack of powers? Does she agree with me that we should have powers to, for example, ban or restrict the advertising of junk food or to introduce taxation over unhealthy food and drink and sugar and so on, and that if we were able to do so, this could indeed be a much more far-reaching Bill?
