The Secretary of State for Wales has made it quite clear that he isn’t interested in expressing the views of Wales in the Cabinet, but he sees his role as communicating to Wales what the Cabinet in Whitehall has decided for Wales, whether that is for our benefit or not. Once the repeal Bill is on the statute book, without legislation to challenge it in place in this Parliament, then the Welsh line of defence will be very thin indeed.
