We have provided local authorities with more than £500 million to meet the additional financial pressures they are facing to maintain services associated with the pandemic. This includes £200,000 to Swansea Council to support the Wales National Pool with loss of income for quarter 1 via the local authority emergency hardship fund.

The Treasury has not engaged meaningfully with us on this issue. I wrote to the Chancellor last month and have reiterated our positions again this week ahead of today’s spending review. It’s vital they respect devolution and honour long-standing commitments that Wales will not receive ‘a penny less’ of funding.

Regular and robust assessment of value for money was undertaken throughout the procurement process, and the benefit-cost ratio of the project remains positive. The project will also deliver against several important policy objectives, including supporting those of the Valleys taskforce.
